New mandate to include an addendum to an SCCS opinion.
The European Commission has published a new mandate to request the scientific opinion of the SCCS with regards to a specific ingredient, Zinc Pyrithione.
The use of this ingredient is currently restricted according to legislation, with the following provisions for use:
- As a preservative, it can be used in rinse-off products (excluding mouthwashes) up to a concentration of 0.5% in general products, and up to 1% in hair care products. (Annex V/8)
- In leave-on hair care products, the concentration limit is 0.1%. (Annex III/101)
Currently, this ingredient has been proposed by the Swedish Chemicals Agency (´KEMI´) as a CMR 1B type substance. But through the same scientific studies that ended up in the report, the Swedish Medical Products Agency has requested a revision of this ingredient.
This mandate requests the SCCS´s opinion on the use of Zinc Pyrithione as an anti-dandruff ingredient in rinse-off hair care products up to a maximum concentration of 2.0%. This mandate is completed by the request to provide further information in the case that this proposed concentration is not safe. It requests the current concentration to be evaluated in order to be able to continue using this ingredient under current restrictions.
The deadline for the SCCS to come up with an opinion is of February 2018.
