CANADA – Update of the Cosmetic Ingredient Hotlist
In October 2020, Health Canada proposes to update the Cosmetic Ingredients Hotlist with new restrictions and prohibitions.
The Canada Cosmetic Ingredient Hotlist includes those substances that, when present in a cosmetic, may violate the general prohibition found in section 16 of the Food and Drug Act (FDA) or a provision of the Cosmetics Regulations. In addition, the Hotlist communicates that the presence, or use under specific conditions, of certain substances may make the product unsuitable for classification as cosmetic according to the FDA.
The list consists of two separate tables, one for ingredients identified as prohibited and one for those identified as restricted.
It is proposed to review the restrictions of the following cosmetic ingredients:
- Alpha-Hydroxy Acids
- Eucalyptus oil
- Peroxide and peroxide-generating compounds
- p-Hydroxyanisole
It is also proposed to add Ethylhexyl Ethylhexanoate and Azelaic acid and its salts to the list of restricted ingredients.
On behalf of the prohibited ingredients, it is proposed to review the already included in the list, Retinoic acid, to clarify that its derivatives and salts are reflected in the entry.
